A VDI guideline is drawn up by the Association of German Engineers . There are currently more than 2050 valid VDI guidelines. They contain recommendations and rules in the field of engineering and the state of the art . The existing VDI guidelines are regularly updated in line with technical developments. More than 200 new VDI guidelines are added to the VDI set of rules every year. The VDI guidelines are distributed in printed and electronic versions by Beuth Verlag . Alternatively, they can be viewed at various public display points in Germany and abroad, mostly university libraries.

According to its statutes, the creation of technical regulations, mainly VDI guidelines, is an essential purpose of the VDI. These are prepared by experts from industry , science and administration in voluntary work together with full-time employees of the respective VDI specialist society in VDI guideline committees. The objection procedure gives the interested public the opportunity to exert influence.

Legal meaning of VDI guidelines

A VDI guideline is a pioneering working document for both science and practice. With its assessment and evaluation criteria, it provides well-founded decision-making aids and forms “a benchmark for flawless technical procedures”. VDI guidelines give experts the security of being guided by a recognized rule of technology and of acting accordingly. Basically, VDI guidelines have the character of recommendations. Everyone is free to use them, that is, they can be used, but may also ensure compliance with the state of the art in other ways. The application of a VDI guideline does not release the user from responsibility for his own actions and it is therefore legally at his own risk.

VDI guidelines acquire particular legal significance nationally, for example through their inclusion in laws, ordinances, decrees or regulations and in private contracts. The VDI 2700 series of guidelines “Load securing” should be mentioned here as an example. The reference in laws and ordinances relieves the state of detailed legal regulations. Even in cases in which VDI guidelines have not been made part of a contract by the contracting parties, they serve as a decision-making aid in the event of a dispute if the law of sales and work contracts involves material defects. The assumption here is that the VDI guidelines describe the recognized state of the art.

Goals of VDI guidelines

VDI guidelines pursue the objectives listed below in particular:

  • Establishment of assessment and evaluation criteria
  • Treatment of technical-scientific and technical-economic questions
  • Provision of trend-setting technical-scientific working documents and decision-making aids
  • Description of the state of technology, research and science
  • Promotion of the exchange of experience and technology transfer
  • Help with the implementation of technical developments in practice and initiation of technical-scientific developments
  • Concretization of indefinite legal terms for certain areas in the sense of the respective legal definition
  • Practical explanation and supplement of national, European and international technical rules
  • Publication as generally recognized rules of technology
  • Creation of a basis for terms and conditions and contracts
  • Creation of principles of order
  • Support of development-accompanying rule-setting

The work on VDI guidelines also serves to find a consolidated national position with the aim of introducing this into European and international technical regulation. Together with other technical regulators, in particular the German Institute for Standardization , the VDI eV supports the goal of creating a uniform set of rules covering all areas of technology and representing it in European and international committees.

Development of VDI guidelines

Anyone can suggest a topic for a VDI guideline; likewise the revision of an already existing VDI guideline. If a committee is formed after examination by the responsible VDI specialist society, it is made up of volunteer experts from the fields of research and teaching, industry, technical monitoring and the public sector. In contrast to DIN, it is not a company that is appointed to the committee, but a natural person .

As a result of this professional exchange of experience, a VDI draft guideline ( green print ) appears, which is subjected to a public objection procedure. The final version ( white print ) of a VDI guideline is only adopted after the appeals received have been examined . This procedure should guarantee neutrality towards individual economic interests as well as acceptance and practical relevance.

The publication of new VDI guidelines and draft guidelines is announced in the DIN-Anzeiger für technical rules , on the websites of VDI and Beuth Verlag and in the specialist press. Draft guidelines by the VDI / DIN commission for keeping the air clean will also be announced in the Federal Gazette .

Excerpt from the journal of the Association of German Engineers from October 25, 1884 with the first VDI guideline

In 1881 the VDI decided to promote the comparability of capital goods. In the following year a draft guideline text was published in the weekly of the Association of German Engineers ; the readers of this journal should be given the opportunity to comment on this text. On October 25, 1884, the first VDI guideline with the title “Principles and instructions for the investigation of steam boilers and steam engines to determine their performance” appeared in the journal of the Association of German Engineers . In April 1915 guidelines for the design and execution of prostheses for war invalids were issued. In January 1958, the first VDI guideline issued by the Air Cleanliness Commission founded a year earlier was published with the title “VDI 2091 Dust ejection from steam generators over 10 t / h output”.

Over time, the system was adapted to new technical developments. The VDI manual for keeping the air clean has been merged with the previous dust manual and reorganized. Accordingly, the VDI manual dust technology was no longer continued. Several DIN standards committees and VDI specialist societies were merged, and accordingly the VDI / DIN Commission for Air Quality Control (KRdL) and the new title VDI / DIN Air Quality Manual as well as other joint editions of DIN standards and VDI guidelines were created .
