State Commission for Prices and Control of the Energy Market

The State Commission for Prices and Control of the Energy Market (lit. Valstybinė kainų ir energetikos kontrolės komisija , VKEKK ) is an institution in Lithuania for regulating prices in the energy sector and the energy market in general. It is installed by the government , but independent of instructions . Specifically, the VKEKK sets the upper price limits for providers of electricity, gas, district heating and water according to specified calculation methods . In addition, it should ensure a stable, high-quality and environmentally friendly supply by issuing and renewing licenses . With the increasing market opening , the VKEKK acts not only as a price controller, but also as an arbitration body for competitors (for example in the question of the use of line networks).

As early as 1995, in accordance with the requirements of the Energy Act, an initial price commission of experts was set up as an advisory body for the government. It was soon recognized that a permanent authority with full-time employees was required. This was set up in February 1997 and dissolved from the government in the summer of the same year with the passage of the new energy law. Now, after submitting the calculation of the (then still) supply monopoly , the Commission set the prices in consultation.

From November 1998 the commission was able to set price caps, initially for district heating and water supply as well as for public overland transport. At the same time, the commission was given its current name VKEKK. Since 2001/2002 it has been allowed to set upper price limits as part of the preparations for EU accession for electricity and gas prices, combined with the issuing of licenses for market participants. District heating followed in 2003, followed by (waste) water supply a year later.
