  • the federal executive board,
  • the extended federal board,
  • the general meetings,
  • the divisional heads.

purpose

The purpose of the association is the collective professional interest representation of the economic, social and professional as well as legal concerns of its members - even after retirement. The association strives for an assessment of all members of the technical service in the public service that is appropriate to their models, tasks and performance . This is to be achieved in particular by the following means:

  • Significantly by representing the members vis-à-vis their employer in the structuring of the legal relations and commitment to the economic interests of the members.
  • Participation in the staff council elections and support of the staff councils in fulfilling their tasks.
  • Supporting the employer in creating a more efficient public administration.
  • Conducting meetings and lectures for the purpose of information and training.
  • Active participation in professional organizations and associations.
  • Promotion of the feeling of togetherness in the civil service as well as the professional profile of the civil servant.

aims

The association is committed to

  • Uniform career with training and experience-based entry for all technical officials.
  • Introduction of an individual personnel development plan (PEP) for each individual employee with a focus on "specialist technology" or "management".
  • No further job cuts in the technical service, but hiring of qualified young people to restore a healthy post and age structure with attractive career prospects.
  • Abolition of the completely inefficient assessment system. Appraisals are only made according to specific criteria when required. Instead, introduction of a credit point account for all employees in which qualification, experience and motivation are reflected.
  • Reduction of career training to what is absolutely necessary (less than ½ year). Basic training by the predecessor supplemented by a very specific selection of courses with a high level of practical relevance.
  • Implementation of a modern management style by suitable management staff while strengthening the employees' personal responsibility and radically shortening the number of signing processes.
  • Establishing equity in lifelong income by reintroducing financial compensation for all those who have financed the training required for employment and a general return to the 38.5-hour week.
  • No further structural reforms in the next 10 years and implementation and meaningful readjustment of the structural reform that took place in 2012 not against the employees, but with them.
