The ordinance to restore the street scene in Jewish businesses was issued on November 12, 1938 by the Commissioner for the Four-Year Plan , Field Marshal Hermann Göring , immediately after the pogroms of November 9, and published in the Reichsgesetzblatt (RGBl. I 1938, p. 1581).

The ordinance stated that the Jewish owners or tradesmen had to immediately remove all damage caused to businesses and homes on November 9th and 10th “by the indignation of the people over the incitement of international Jewry ” and to bear the costs of restoration themselves . Insurance claims from Jews of German nationality were confiscated in favor of the German Reich . The Reich Minister of Economics was empowered to issue corresponding implementing provisions.
