In jurisprudence, the concept of administrative services was of secondary importance until the Online Access Act (OZG) was passed in summer 2017. Section 2 (3) OZG defines administrative services as "electronic handling of administrative procedures". According to the explanatory memorandum of the OZG, the scope of application is limited to those administrative services that can also be carried out over the Internet. It covers administrative procedures within the meaning of Section 9 of the Administrative Procedure Act (VwVfG). The justification for the law also makes it clear that internal administrative processes (e.g. drawing up the budget) including administrative organizational processes are not recorded.
