The Administrative Penalties Law 1991 is a federal law in the field of procedural law, which in Austria the general criminalization of acts (such as the special administrative action against road traffic regulations ) are committed regulates. It also defines various terms necessary for criminal liability, such as guilt or aiding and abetting, and provides a framework for the procedure by regulating administrative responsibilities, principles of the procedure, legal remedies and the like.

It thus forms the basis for all criminal provisions in other administrative regulations, according to which several million administrative criminal proceedings are processed in Austria every year .
