Project and development plan

The project and development plan ( VEP ) is a plan agreed with the municipality by a developer ( investor ) for the implementation of construction projects and development measures. It is regulated in Section 12 of the Building Code and combines urban planning with urban development measures as can be negotiated between the municipality and the developer in the urban development contract (Section 11 BauGB ).

The project and development plan is included in a project-related development plan that the municipality draws up at the same time. The aim of the project and development plan is to be able to start building work for investors in larger building projects faster than usual, ie via a normal development plan procedure and the subsequent building permit . The project and development plan thus replaces the development plan procedure.

The developer must be ready and able to

  • to bear the planning and development costs in whole or in part.
