The WCTU Railway ( AAR reporting as mark: WCTR) is an American shunting - Railway Company in Oregon . The White City- based company has been owned by RailServe Inc. since 2000 .

The company operates a 21 km long former Southern Pacific route from White City to Tolo. There is a transition to the Central Oregon and Pacific Railroad .

The company was founded in 1954 as the White City Terminal and Utility Corporation. The current name was adopted after the company was taken over by Union Tank Car Corporation.

The two EMD SW 1200 locomotives and five employees transport around 4000 freight wagons a year.
