Election of the chairman of the Japanese People's Democratic Party
The election of the chairman of the Japanese Democratic People's Party ( DVP for short ; 国民 民主党 代表 選 挙 Kokumin Minshutō Daihyō Senkyo ) takes place every three years. Since the Democratic (People's / Progressive) Party (taking into account the predecessor parties Minshutō ( Democratic Party ), DPJ for short , and Minshintō ( Democratic Progressive Party ), DFP for short ) was the largest from 1998 to 2017 with the exception of the reign (2009-2012) Was opposition party, the election mostly decided on the opposition leader in the Shūgiin , the lower house, during the reign over the prime minister.
Procedure
The election of the party chairman takes place every three years at a special party conference in September. In the case of early elections, for example after resigning, an assembly of the democratic members of both houses of parliament can decide - this was the case for all votes from December 2002 to June 2010. If, as is often the case with re-elections, there is only one candidate for election, the chairman is determined by acclamation without voting.
With the establishment of the DFP in March 2016, the electoral procedure and the term of office regulations were adjusted and divided into two types. After the expiry of a regular term of office or if the political circumstances allow it after a resignation, the term of office is called Tōin-sanka-gata ( 党員 参加 型 , for example "type with participation of party members") and lasts an unchanged three years; the election proceeds as before, taking into account the party members. However, if a party chairman resigns at short notice and the political situation does not allow the time required to organize a regular election, the new chairman will be elected at a special party congress by the parliamentary and regional members, known as Tōin-hi-sanka-gata ( 党員 非 参加型 , for example "type without participation of party members"). If there is not enough time available for a special party congress (as was the case with the DPJ) a meeting of all members of parliament can elect the chairman.

The voting process varied. The regular pre-election process among national and local MPs, members and registered supporters of the party was only carried out in 2002, 2010, 2012 and 2015. The votes are weighted according to a point system: In the last election in 2018, the votes of the members and supporters together had 284 points and the regional representatives together 71 points. Each vote of a national MP counts for two points in the result. In 2012, the regular term of office was extended from two to three years. The DFP, which was formed in March 2016 through the unification of DPJ and Ishin no Tō , took over the DPJ's election process almost unchanged, as did the successor party DVP, which was founded in May 2018.
