Hirotaka Akamatsu ( Japanese 赤松 広 隆 , Akamatsu Hirotaka ; born May 3, 1948 in Nagoya , Aichi Prefecture ) is a Japanese politician ( SPJSDPDPJDFPKDP ), a member of the Shūgiin , the lower house, for the 5th constituency von Aichi and former Minister for Agriculture, Forestry and Fisheries . He was Vice President of the Shūgiin from 2012 to 2014 and has held this office again since 2017.

Life

Akamatsu is the eldest son of the SPJ MP Isamu Akamatsu ( 赤松 勇 ). After studying at Waseda University , he worked for Nippon Tsūun KK ( Nippon Express Co., Ltd. ).

In 1979 Akamatsu was elected to the Aichi Prefectural Parliament as the SPJ candidate for the first of three legislative terms. He then switched to national politics: In the 1990 Shūgiin election , he was elected to Shūgiin in the 6th constituency of Aichi (four seats) with the highest percentage of votes. He was able to repeat this result in 1993 . In 1993 he was General Secretary of the Central Committee ( chūō-shokichō ) under the party chairman Sadao Yamahana .

After the SPJ government participation and the return of the LDP to power, Akamatsu left the party , which had since been renamed the Social Democratic Party, in 1996 and participated in the first founding of the Democratic Party , for which he won the newly created Shūgiin constituency Aichi 5 three times from 1996 to 2003 won in a row and in 2009. In 2000, DPJ chairman Yukio Hatoyama appointed him chairman of the parliamentary affairs committee (until 2001). In 2003 he became chairman of the foreign affairs committee in Shūgiin, in 2005 deputy chairman ( fuku-daihyō ) of the DPJ.

In September 2009, the new Prime Minister, Yukio Hatoyama Akamatsu, appointed Minister of Agriculture to his cabinet . In 2010, Hatoyama's successor Naoto Kan replaced him with Masahiko Yamada . In 2012 Akamatsu competed against Kan's successor Yoshihiko Noda in the election of party chairman . He finished third with 123 points behind Noda (818 points) and Kazuhiro Haraguchi (154 points) and ahead of Michihiko Kano (113 points).

In the Shūgiin election in 2012 Akamatsu lost the constituency Aichi 5 narrowly to the Liberal Democrat Kenji Kanda, but was re-elected through the Tōkai proportional representation. He was then elected Vice President of the Shūgiin. In 2014 he regained the constituency. Tatsuo Kawabata succeeded him as Vice President . For election in 2017 switched to Akamatsu recently by Yukio Edano founded Constitutionally Democratic Party (KDP) and its constituency won again. Since Kawabata withdrew from politics in this election and the KDP became the strongest opposition party, Akamatsu was re-elected Vice President. This was the first time a Vice President has held the office for a second time.
