Yūichirō Tamaki ( Japanese 玉 木 雄 一郎 , Tamaki Yūichirō ; born May 1, 1969 in Ōkawa (today: Sanuki ), Kagawa Prefecture ) is a Japanese politician and chairman of the People's Democratic Party . Since 2009, he has been a member of the Shūgiin , the lower house of the national parliament , for Kagawa Prefecture and was also chairman of the Party of Hope from November 2017 to May 2018 .

Life

Tamaki was born on May 1, 1969, the first of three sons of a veterinarian and graduated from the University of Tokyo Graduate School of Law in 1992 ( 東京 大学 法学 部Tōkyōdaigaku Hōgakubu ). He then joined the Ministry of Finance in 1993 (then 大 蔵 省Ōkura-shō ). In 1997 he began a study abroad at the Harvard Kennedy School of Harvard University and was the same year in the Near East Department of the Foreign Ministry added. In 2001 he was appointed "Department Head for General Affairs" ( 総 務 課 長Sōmu-kachō ) of the "Osaka Tax Office" ( 大阪 国税局Ōsaka Kokuzeikyoku ) and came in 2002 to the cabinet office . There he was appointed “special secretary” ( 秘書 専 門 官Hisho Senmon-kan ) for several ministerial posts, e . In the 2005 general election , Tamaki ran as a candidate for the Democratic Party ( DPJ for short ) for the 2nd constituency of Kagawa and lost to the Liberal Democrat Yoshio Kimura (Kimura 55.9%; Tamaki 38.9%). Only in the subsequent general election in 2009 , which ended with a landslide victory for the DPJ nationally, did he manage to win the constituency (Tamaki 57.2%; Kimura 41.3%). Tamaki was appointed as his assistant ( 補 佐Hosa ) under the then PARC chairman of the DPJ, Seiji Maehara . In the 2012 general election, which was devastating for the DPJ , he was one of the few DPJ MPs to defend his constituency and won against his new LDP challenger Takakazu Seto (Tamaki 50.0%; Seto 45.5%), with Seto still on the party list moved into parliament. After the election, Tamaki rose to deputy general secretary ( 副 幹事 長Fuku-kanjichō ) and deputy PARC chairman ( 政策 調査 会 副 会長Seisakuchōsa-kai Fuku Kaichō ) of his party. In 2014 he kept his constituency seat again (Tamaki 55.8%; Seto 40.4%) and joined the Democratic Progressive Party (Minshintō) in March , which was the result of the merger of DPJ and Ishin no Tō . After the Minshinto chairman Katsuya Okada resigned in the same year , Tamaki ran for the post of party chairman. However, he had to admit defeat to the House of Lords Renhō Murata (Renhō 503 points, Maehara 230 points, Tamaki 116 points) and was then appointed by her to the deputy general secretary ( 幹事 長 代理Kanjichō-dairi ).

On September 28, 2017, the party chairman Maehara (Renhō's successor) announced after consultation with the Tokyo governor and party chairman of the conservative Party of Hope ( Kibō for short ), Yuriko Koike , that the Minshintō would not put up any candidates of their own for the 2017 lower house election and assured them the Minshinto members to support them in the event of a candidacy for the Kibo. Shortly thereafter, a more left-wing liberal part of the Minshinto split off and founded the Constitutional Democratic Party under the leadership of Yukio Edano . Tamaki opted for the Kibo and won his constituency for the fourth time (Tamaki 55.5%; Seto 40.4%), this time Seto did not enter parliament via the party list and was eliminated. For the party of hope, however, the election ended in defeat and weakened the chairwoman Koike. On November 10, 2017, Tamaki was elected co-chair ( Kyōdō-daihyō ) of the party with 39 of 53 votes at a meeting of all MPs . In the election he and Hiroshi Ōgushi stood , with Tamaki initially as a proponent of an amendment to Article 9 of the Japanese constitution wanted by Prime Minister Shinzō Abe and thus belonged to the Koike camp ( 小池 派Koike-ha ), while Ōgushi rejects this and the Anti-Koike camp ( 反 小池 派Han-Koike-ha ) was attributed. Since Koike himself did not have a seat in the Kokkai , Tamaki should now lead the parliamentary activities of the party in his position. On November 14, 2017, however, Koike resigned from her position as chairwoman and justified this step with the "handover of the party leadership to the (newly established) board". Tamaki was consequently appointed chairman and the office of co-chairman was abolished after only 4 days. In January and February 2018, Tamaki deviated from his position on the constitutional amendment and explicitly opposed Prime Minister Abe's plans.

Since his appointment in October 2017, Minshintō chairman Kōhei Ōtsuka had expressed a desire to form a new party to unite the fragmented opposition. In April 2018 these plans were concretized and Ōtsuka was able to convince Tamaki of a unification of their parties, whereby other opposition parties as well as several Kibō and Minshintō members refused to participate in this project, which is why ultimately only 62 members of the " People's Democratic Party " founded in May 2018 “( 国民 民主党 Kokumin Minshutō ) connected. Tamaki acted together with tsuka as co-chair until the election of a party chairman in September 2018. He stood in the election against the House of Commons Keisuke Tsumura and was elected chairman with a clear margin (Tamaki 204 points, Tsumura 74 points).
