Comisión de la Verdad for El Salvador

The Truth Commission for El Salvador was an organ of the Salvadoran state.

It was convened as a result of the Chapultepec Peace Accords (January to April 1992), which marked the end of the civil war in El Salvador . Her mandate was "to investigate serious violent crimes since 1980, the effects of which on society urgently require public knowledge of the truth".

The chairmen of the commission were the former President of Colombia Belisario Betancur , the Venezuelan Reinaldo Figueredo and the American Thomas Buergenthal . Their appointment was made by the UN Secretariat .

The paper From Madness to Hope. Twelve years of civil war in El Salvador , which appeared soon, documents the testimony of 2,000 witnesses about 7,000–8,000 victims and 23,000 denunciations. From the report, a list of 13,569 investigation cases was drawn up, 32 of which were documented as examples to name the main perpetrators and helpers: the armed forces of El Salvador , the death squads , and the guerrillas of the Frente Farabundo Martí para la Liberación Nacional .

Among these precedents were the case of Óscar Romero , the El Mozote massacre , the six Jesuit monks of the UCA, as well as some extrajudicial executions of mayors and members of local government structures.

Most of the people and organs of the government named there as guilty rejected the report as "unfair, incomplete, illegal, anti-ethical, partisan and disrespectful". The El Salvador armed forces said they were "proud to have fulfilled their mission as a defender of the people and as a defender of peace and the democratic republican system, as evidenced by the deeds during this period". The executive and the Supreme Court used similar words. The Comisión Interamericana de Derechos Humanos ( OAS ) essentially reproduced the results of the report in its own investigations and called on the authorities to “implement the recommendations of the report and, in close cooperation with the judiciary, take concrete steps in the cases of those found guilty, as well to undertake to compensate victims ”. Five days after the report was published, the parliament of El Salvador issued an internationally controversial general amnesty for all violent war crimes committed before 1992.
