XFall is an interoperability standard for electronic data exchange between the application process and the responsible bodies in public administration based on XML .

Goals of XFall

More and more authorities are making central application platforms available for their citizens and companies. Basic services such as B. the new identity card , electronic payment or service accounts, to be set up individually at all levels of authorities, is associated with a lot of effort. So a central structure is recommended. However, this creates the problem of how the information from the applicant reaches the specialist procedure of the responsible body without media discontinuity. The authorities do not use standardized software products for processing the procedures; therefore there is an obvious need for standardization for the connection of portals with the specialist procedures of the responsible bodies. The XFall standard takes on this task on the basis of the XÖV guidelines. Those involved can use central services without media discontinuity, without having to commission and maintain special interfaces from their software providers.

Structure of XFall

An XFall message consists of an XFall container and, within it, an XFall specialist message (XFall data). The container is a kind of envelope and is the same for all specialist news. The technical message contains the data required for the application process. XFall assembles the technical message from modules that can be put together differently for all processes. The block for the process-specific data can and must be inserted independently.

The transport takes place via the officially used mechanisms, such as OSCI , EGVP , web services and XTA.

At the 24th meeting, the IT planning council XFall decided on the mandatory application:

The IT Planning Council resolves the binding application of the XFall interoperability standard in the version published under section 4 for the requirement “transfer of application data” of the standardization agenda in accordance with Section 3 of the IT State Treaty. The scope for the interoperability standard is the "transfer of application data" to authorities in the context of an electronic application by citizens or companies, as long as other legal regulations do not conflict with this.
