2021 census

The 2021 census is a census planned for May 2021 in the member states of the European Union (EU).

Framework of the European Union

The European Union is committed to adopting Regulation (EC) no. 763/2008, all Member States to carry out a national, building and housing census every ten years. In 2011, the census took place for the first time with a nucleus of uniform characteristics as a Europe-wide census . According to the ten-year cycle, it will be collected again in 2021. Until 2011, censuses were inconsistent in the individual countries.

In preparation for this, a census preparation law was passed in March 2017 . The law regulates the construction of the infrastructure required for the preparation of the register-based census 2021.

Census in Germany

The Federal Statistical Office prepares the census organizationally and technically in consultation with the statistical offices of the federal states. The state statistical offices are responsible for carrying out the survey.

Laws

The Federal Ministry of the Interior, Building and Home Affairs (BMI) is responsible for the legal basis . It advertises the census with the questions and the statement: “Are there enough apartments? Do we need more schools, university places or old people's homes? Where does the state have to invest for its citizens? To answer these and other questions, Germany conducts a census every ten years - also known as a census. "

On March 10, 2017, the law for the preparation of a register-based census including a building and apartment census 2021 ( ZensVorbG 2021 ) came into force. This created the legal requirements for the necessary preparatory work for the register-based census 2021.

On November 26, 2019, the 2021 Census Act was passed, which regulates federal statistics ( Federal Law Gazette I, p. 1851 ). It also regulates the characteristics that are to be collected on the census reference date in 2021, as well as the other requirements for the 2021 census.

methodology

According to the current state of planning, the 2021 census will be carried out using a method similar to the 2011 census as a register-based census. The population registers will form an essential basis for determining the official population figures. In view of the lack of real estate registers, information about buildings and apartments should be collected again by means of a comprehensive building and apartment census.
