The 2021 Census Preparation Act is a German law that regulates the development of the infrastructure required for the preparation of the 2021 register-based census . The Federal Statistical Office then maintains the IT infrastructure required for processing and data storage in cooperation with the Federal Information Technology Center .

The law was enacted on March 3, 2017 and came into force on March 10, 2017. The amendment of November 27, 2018 introduced regulations on data transmission, quality checks and program development.

2021 census

In the 2021 census - as in the 2011 census - both data on the population and the stock of buildings with living space and apartments are to be recorded as federal statistics in accordance with Section 5 of the Federal Statistics Act (BStatG) . The information is obtained with the help of registers through the evaluation of administrative data as well as through primary statistical surveys. The member states of the European Union were obliged by EU regulation 763/2008 of July 9, 2008 to conduct a census every ten years. In Germany, the implementation of the first census in 2011 was prepared with the 2011 Census Preparation Act .

The 2021 census is being methodically prepared by the Federal Statistical Office (Destatis) in consultation with the statistical offices of the federal states . Together, they should also ensure compliance with uniform quality standards and coordinate uniform and timely implementation. In addition, the Federal Statistical Office is responsible for developing the technical applications required for the census. These preparatory tasks are regulated in the Census Preparation Act 2021.

Content of the law

The Census Preparation Act regulates the following issues, among other things:

  • Establishment of the infrastructure required for the preparation of the register-based census 2021.
  • Responsibility of the Federal Statistical Office for central IT operations and for IT development within the framework of the division of labor with the state statistical offices.
  • Creation and management of the address-related control register.
  • Definition of the data sources and characteristics required to set up and maintain the control register as well as the transmission and storage of the information.

The further requirements for the 2021 census and the characteristics that are to be collected as part of the 2021 census are regulated in the 2021 Census Implementation Act.

Implementation of the census

The census of population, buildings and dwellings as of May 16, 2021 is regulated in the 2021 Census Act.
