Civil conflict management
In civil conflict management (ZKB), non-military means are deliberately used to avoid, resolve and follow up violent conflicts.
The conflict parties should be actively involved in the search for more appropriate solutions. Civil conflict management is normatively oriented towards civil and human rights ; in addition , there can be ethical guidelines from religious traditions with their respective ideas of justice and peace .
In the English-language literature the term conflict prevention is used. Due to the different meanings of "conflict" (violent conflict) in English and " conflict " in German, however, the translation of conflict prevention would be misleading: it is not about avoiding conflicts as a precautionary measure, but rather about reducing violence as a predominant attempt at a solution.
The instruments of civil conflict management can be used on four levels of action (according to the Agenda for Peace of the former UN Secretary General Boutros Boutros-Ghali ):
- Preventive diplomacy ,
- Peace making ,
- Peace keeping ,
- Peacebuilding ( post-conflict peacebuilding ).
Actors can be civil society institutions and associations ( NGOs ), but also international or national state and state-related institutions.
Conflict transformation is increasingly being used instead of conflict management .
