Ziya Məmmədov , Germanized Sija Mämmädow (born April 28, 1952 in Ucar , Azerbaijani Soviet Socialist Republic , USSR ) is a retired Azerbaijani politician. He was Minister of Transport of Azerbaijan from 2002 to 2017.

biography

Məmmədov graduated from the Institute of Railway Engineers in Rostov-on-Don (today Rostov State Transport University). His professional career began in 1971 as an assistant to a railway engineer. He then worked as a driver of the electric locomotive. Between 1981 and 1983 Məmmədov served as the chairman of the depot union committee.

1989 Məmmədov was appointed chief of the locomotive depot of the city ganja transported. After two years of activity, he rose to head of the locomotive service of the state railway company Azərbaycan Dəmir Yolları .

From 1993 to 1996 Məmmədov held the post of deputy, then from 1996 to 2002 the position of head of Azərbaycan Dəmir Yolları, before he was appointed Minister of Transport of Azerbaijan.

criticism

In his role as Minister of Transport, Məmmədov established close contacts with so-called “ dervishes ”, an influential family that is said to hold leading positions in the Iranian Revolutionary Guard . At least eight transport contracts, including the construction of the Baku- Astara Highway, were awarded to this family.

WikiLeaks' revelations classify Məmmədov as “notoriously corrupt” even by Azerbaijani standards. The Məmmədov clan has been repeatedly accused and criticized in the Azerbaijani media and the public for corruption, wasting public money on a luxurious lifestyle, etc. Ziya and his son Anar were also involved in the construction plans for Trump International Hotel & Tower Baku , a construction project initiated in 2008 but not yet completed.

Məmmədov's colossal business empire began to gradually “crumble” from February 2014 after it fell out of favor with President Ilham Əliyev . The powers of the Ministry of Transport have been diminished over time. With his dismissal in early 2017, the “Ministry of Transport” was renamed “Ministry of Transport, Communication and High Technologies”.
