Two-stage people's legislation

The two-stage people's legislation differs from the three-stage in that the final vote by the people is only preceded by an introductory stage - not two. The two-stage people's legislation includes a collection of signatures that lead directly to a referendum on a law or another subject of political decision-making . In Germany there is a two-stage procedure at the municipal level in all federal states in which there are municipal referendums. At the level of the federal states , the principle of three-tier national legislation prevails .
