Boyko Metodiew Borissow (also written Boiko Metodiev Borisov , Bulgarian Бойко Методиев Борисов ; born June 13, 1959 in Bankja ) is a Bulgarian politician of the GERB party . He has been Prime Minister of Bulgaria since May 4, 2017 ; he held this office from 2009 to 2013 and again from 2014 to January 2017.

Life

Boyko Borissow graduated from the Academy of the Bulgarian Ministry of the Interior during the communist rule in Bulgaria . From 1982 to 1985 he served as platoon commander and company commander in the troops of the Ministry of the Interior, then until 1990 he was a lecturer at the Higher Training Institute for Police Commanders and for Scientific Research at the Ministry of the Interior. There he acquired the title of Dr. phil. with the dissertation Psycho-Physiological Training of Operational Forces .

Since 1978 he has been actively involved in karate ; At times he was the coach of the Bulgarian national team.

In 1991 Borissow founded the personal protection company Ipon-1 , which, among other things, took over the protection of the former head of state and party leader Todor Zhivkov and the former Tsar Simeon Sakskoburggotski . After Sakskoburggotski became prime minister in 2001, Borissov became chief police chief and state secretary in the interior ministry. In 2004 he was promoted to lieutenant general.

In 2005 he entered the Bulgarian parliament as a member of the National Movement Simeon II . In the same year he gave up his parliamentary seat to run for mayor of the capital Sofia . In a runoff election, he prevailed against Tatiana Doncheva of the Bulgarian Socialist Party (BSP).

In March 2006, Borissov founded the movement “Citizens for a European Development of Bulgaria” ( GERB ), from which the party of the same name emerged in December of the same year. However, he had no official position in either organization. Shortly after its inception, GERB became the leading political force in Bulgaria. In May 2007, she won the most votes in the European Parliament elections . In October 2007 Borisov was re-elected as mayor of Sofia. In the parliamentary elections on July 5, 2009, Borissov achieved another election success with GERB. The party became the strongest faction in parliament and expressed interest in a center-right coalition shortly after the first projections were announced.

After the parliamentary elections on July 5, 2009 and the victory over the ex-communists from the BSP , Borissov said:

"In 1944, on September 16, they murdered my grandfather like a dog, and today I will pay tribute to him when I overthrow her."

Boyko Borissow was elected 11th Prime Minister of the Republic of Bulgaria on July 27, 2009. In addition to the GERB party, parliamentarians from the Blue Coalition , the Order, Security and Justice Party (RZS for short) and the nationalist Ataka supported the formation of a government.

At the beginning of 2010, the RZS party withdrew its support for the Borisov government during the impeachment proceedings against Bulgarian President Georgi Parvanov and switched to the opposition.

After persistent protests among the population against austerity measures and electricity price increases, Borissov resigned together with his cabinet on February 20, 2013. Finance Minister Djankov had already given up his post two days earlier.

In November 2014 Borisov was again Bulgaria's prime minister; he formed the government of Borisov II .

After the failed coup attempt in Turkey in 2016 , according to Der Spiegel , he extradited at least eight Turkish opposition members who had fled to Bulgaria to the Turkish government under Recep Tayyip Erdoğan .

After the defeat of his nominated presidential candidate Zezka Zacheva against Rumen Radew in the second round of the 2016 presidential election in Bulgaria in November 2016, Borissov announced that he would soon resign. The handover to his successor, interim head of government Ognjan Gerdschikow , took place on January 27, 2017. After his party GERB again became the strongest force in the parliamentary elections triggered by his resignation in March 2017 , Borissov was re-elected Prime Minister on May 4, 2017. His government is based on a coalition of GERB with the United Patriots .

The parliamentary election in 2021 Borisov could also decide for themselves. However, the GERB suffered heavy losses and entered parliament with around 25% of the vote. Due to the fragmented political landscape and the lack of an absolute majority of the GERB in parliament, Borissov declared on April 14, 2021 that he would not seek another term of office as prime minister .

Football career

Since the summer of 2013, Borissow has been under contract as the “oldest professional footballer in Europe” with the second division club Vitoscha Bistritsa, for whom he made his debut in the center-forward position on August 25, 2013 against Widima-Rakowski Sevlievo . In 2011, the politician was voted Bulgaria's Footballer of the Year as a reaction from fans to the poor football performance of their national players.
