Josef Vosen

Josef Vosen (born July 23, 1943 in Berlin-Reinickendorf ; † August 21, 2012 in Nafplion , Greece ) was a German politician ( SPD ). He was mayor of Düren from 1984 to 1999 and was committed to both the reception of refugees and urban development. In 2012 he was made an honorary citizen of this city for his services .

biography

After attending school, Vosen first completed a three-year training course as a technical draftsman. He then took up a degree in process engineering, which he completed in 1971 with an engineering degree. Since 1973 he studied economics at the University of Cologne . In 1977 he completed his second degree with the state examination. In addition, he had joined the IG Bergbau und Energie and the Arbeiterwohlfahrt (AWO). In the 1982/83 session, Vosen reigned as Prince Jupp III. the Düren fools.

Vosen lived in the Mariaweiler district of Düren . Vosen died of a heart attack while on vacation in Greece.

Political party

Vosen had been a member of the SPD since 1964. From 1970 to 1972 he was chairman of the Düren - Monschau - Schleiden sub-district , then took over the management of the Düren- Heinsberg sub-district and was elected chairman of the Düren sub-district in 1974. In addition, since 1973 he was a board member of the SPD district Mittelrhein . From 1971 to 1979 he was a member of the state committee of the SPD North Rhine-Westphalia .

MP

Vosen was a member of the Düren district council from 1969 to 1982 and was chairman of the SPD parliamentary group there until 1982.

He was a member of the German Bundestag from October 18, 1979, when he replaced the deceased MP Kurt Koblitz , until his resignation on June 3, 1998. He was always drawn into parliament via the state list of the SPD North Rhine-Westphalia. From 1984 to 1994 he was research policy spokesman for the SPD parliamentary group and from 1994 to 1998 a member of the Foreign Affairs Committee.

During this time, a major German tabloid called him “Germany's laziest MP” because he hardly ever takes part in Bundestag sessions. He himself used the comparison that a good master baker does not sit in the shop window during the day, but rather does his work in the bakery while everyone else was still asleep.

Public offices

Vosen was honorary mayor from 1984 to 1998 and then until 1999 the first full-time mayor of the city of Düren. During this time he was nicknamed " Schöppe Jupp " (High German: "Schaufel-Josef") because the urban renewal program he initiated was accompanied by a large number of "groundbreaking" for new infrastructure projects. The main urban development measures during Josef Vosen's tenure were the Pleußmühle , the town hall with the town library , the expansion of the pedestrian zone (Kaiserplatz, Wirteltorplatz, Ahrweilerplatz) and the renovation of Burgau Castle .

In addition, a significant part of his office was devoted to humane support for the immigration of almost 10,000 emigrants, asylum seekers and civil war refugees (mainly from former Yugoslavia ) to Düren and, for example, by expanding the public infrastructure (e.g. Kindergartens and schools) in a socially acceptable way. Even during the largest waves of immigration, no refugees had to be housed in containers or gyms in Düren.

In 2000 he was appointed coordinator of the federal government for town twinning with Serbia and Montenegro . He also initiated the town twinning between Düren and Gradačac .

Vosen was the chairman of the Central Rhine Workers' Welfare District from August 1989 to June 1996. His predecessor as mayor was Hans Becker , his successor was Paul Larue .

Honors

On February 1, 2005, Vosen was awarded the City of Düren's Ring of Honor. In September 2008, the twin town of Gradačac made Vosen an honorary citizen . The Düren city council decided on December 7th, 2011 to appoint the former mayor an eighth honorary citizen . Vosen received the award, which had not been presented for fifty years, on March 15, 2012.

The Düren city council decided in March 2013 to rename the Rurpark in Birkesdorf after the Düren honorary citizen in "Josef-Vosen-Park". The name was changed on December 22, 2013.
