The presidential election in Finland in 1940 was the fifth election for president in Finland.

The previous President Kyösti Kallio from the Landbund announced his resignation in the summer of 1940. The Electoral Committee then met on November 27, 1940. This consisted of the members of the electoral committee from 1937 and this time was not elected by the people.

The main reason why there was no popular election was Soviet interference in the internal affairs of Finland. The Soviet Commissioner for Foreign Affairs Vyacheslav Molotov stated in advance that if a possible unpleasant candidate such as Carl Gustaf Emil Mannerheim , Toivo Kivimäki or Pehr Evind Svinhufvud were elected, the peace treaty concluded after the winter war would lose its validity. Thereupon one waived an area code by the people.

Since December 1, 1939, the beginning of the Winter War , Risto Ryti from the small liberal National Progressive Party led so-called emergency governments as Prime Minister ( Cabinet Ryti I and Cabinet Ryti II ). With the resignation of Kallios, numerous top politicians in Finland certified that he was able to exercise the office of president. Kyösti Kallio also supported Ryti.

Risto Ryti could count on cross-party support. Only one Socialist parliamentary group openly supported another candidate, Johan Helo .

Ryti was elected with 288 out of 300 maximum possible votes. Helo received four votes. Toivo Kivimäki and Pehr Evind Svinhufvud received one vote, six votes were invalid. Risto Ryti was sworn in as the new president on December 19, 1940. Just a few hours later, his predecessor Kyösti Kallio died in Helsinki train station. The new Finnish Prime Minister was Jukka Rangell , also a member of the National Progressive Party.
