Manuel Fernando da Silva Monteiro (b. Anissó, Vieira do Minho, 1 April 1962) is a Portuguese politician. He is a lawyer by training.
A former leader of the Popular Party, he left the party in disagreement with his former friend Paulo Portas, and founded a splinter party, the Partido da Nova Democracia, PND.
He resigned the leadership of the PND after a disappointing result in the Portuguese legislative election, 2005.
