Manuel Fernando da Silva Monteiro (b. Anissó, Vieira do Minho, 1 April 1962) is a Portuguese lawyer and politician.

He won the leadership of the Social Democratic Center, in March 1992, and lead the party into a more conservative direction, changing his name to Popular Party, in 1995. The new PP won 9 % of the votes and 15 deputys, at the legislative elections, in 1 October 1995. He resigned, after his party strong loss at the municipal elections, in 1997. He was replaced by his former friend and mentor, Paulo Portas, the following year. He left the PP, in 2002, in disagreement with Paulo Portas, and founded a splinter party, the Partido da Nova Democracia, PND.

He resigned the leadership of the PND after a disappointing result in the Portuguese legislative election, 2005.
