Alto Hospicio is a Chilean municipality and commune located next to Iquique, in the Iquique Province, I Region. It is a fast growing popular area in the heights of Iquique, becoming the second commune of the Greater Iquique conurbation which as an estimated population of 275,000 in 2010.

History

The history of Alto Hospicio has always been linked to neighboring towns, their history goes back to the indigenous coastal (monkeys) who, after the exhausting climb of 550 meters from the cove-Ique Ique through the so-called Festival of the Mule (at the foot of Bajo Molle), stopped to rest on the pampa. During Inca times of Tupac Inca Yupanqui (one thousand three hundred and eighty - 1410 AD), began the exploitation of silver deposits Huantajaya, about three miles northeast of High Current Prison Hospicio. Exploiting ups and downs, remained until the end of the eighteenth century when Basilio de la Fuente, a prominent resident of the town of San Lorenzo of Tarapacá, made a fortune with the mineral, which funded the major irrigation works to the creek. After the Pacific War, was a desolate Alto Hospicio train station nitrate (specifically in the field of High Molle), where they lived more than 100 people. By the 50's, settled in the place parceleros Aymara, from inside: the High-agricultural sources Hospice, where plots are constructed first, modest farms with crops and animals. The economic boom experienced Iquique in the mid- 90's, made Alto Hospice exploded demographically, from a small group of houses and towns that did not exceed 2,000 inhabitants in the early nineties to a huge city with thousands of inhabitants. Alto Hospicio is 10 km away and only 600 m on the Lower Iquique. In August 2007 opened the Basic Hospital Hospice Emergency High in the La Pampa. Commune became the 12 April 2004, when it approved the bill separating Alto Hospicio of the commune of Iquique (Law No. 19943), under President Ricardo Lagos Escobar .

Demographics

According to the 2002 census of the National Statistics Institute, Alto Hospicio had 50,215 inhabitants. Of these, 50,190 (99.995%) lived in urban areas outside Iquique, and only 25 (0.0005%) in rural areas. The population grew by nearly 900% (44,627 persons) between the 1992 and 2002 censuses.[1]

Climate

The climate of the area is coastal desert, similar to Pampa, which is influenced by the dry climate and the Humboldt Current. It is characterized by abundant cloudiness, low oscillation amplitude between winter and autumn to early part of spring, but that changes in summer when temperatures reach double and the oscillation increases, being more changing the highland town of Chile in the season, because in one day can completely change the climate, in the morning it can be sunny in the afternoon may to be cloudy with showers and at night with a wind chill of 5 °C.The community receives some rainfall in Summer, especially between January and February due to the high pressure commonly called Bolivia and many bad sense Bolivian Winter, Winter Altiplánico or specifically scientific, summer rains. It also receives winter rainfall. But that happens every year and a half, but each passing year the rains are strongest. Chile's climate is changing due to global warming is happening to the planet. Certainly Alto Hospice is a community where temperatures are not as high. The maximum in summer is 21°C (69.8°F) in winter and 9.4°C (48.92°F) to 15°C (59°F)

Administration

As a commune, Alto Hospicio is a third-level administrative division of Chile administered by a municipal council, headed by an alcalde who is directly elected every four years. The 2008-2012 alcalde is Ramón Galleguillos Castillo.[3]

Within the electoral divisions of Chile, Alto Hospicio is represented in the Chamber of Deputies by Mrs. Marta Isasi (Ind.) and Mr. Hugo Gutiérrez (PC) as part of the 2nd electoral district, which includes the entire Tarapacá Region.The commune is represented in the Senate by Fulvio Rossi Ciocca (PS) and Jaime Orpis Bouchon (UDI) as part of the 1st senatorial constituency (Arica and Parinacota Region and Tarapacá Region).
