Edouard Karemera
Édouard Karemera (* 1951 in Mwendo ) is a former Rwandan politician of the MRND . He is considered one of the main participants of the genocide of the Tutsis and moderate Hutus in 1994. He is from the International Criminal Tribunal for Rwanda convicted of his crimes to life imprisonment.
Life
Édouard Karemera was born in Mwendo in the Kibuye district in 1951 . He initially worked as a lawyer. He joined the ruling party MRND and was appointed Minister for Interinstitutional Relations in May 1987 and Deputy Chairman of the MRND in July 1993. After President Juvénal Habyarimana's plane was shot down on April 6, 1994, he was present on April 8 at the meeting of the military crisis committee in which the interim government was installed. According to former Prime Minister Jean Kambanda , the meeting of the crisis committee was preceded by another meeting of MRND party officials and the military. Those present, including Karemera, agreed on the creation of the transitional government. Karemera is said to have advised to disregard the Arusha agreement regarding the election of a new president and to make the speaker of parliament, according to the 1991 constitution, the successor to Habyarimana. Karemera was appointed Minister of the Interior on May 25th. He held this office until the end of the genocide that began on April 6th. As Minister of the Interior, he took part in the meetings of the transitional government's security committee at which the killings of Tutsi were planned. As deputy chairman, he exercised considerable influence on the MRND, which controlled the Interahamwe party militia .
After the conquest of Rwanda by the Rwandan Patriotic Front (RPF), Karemera fled abroad. On June 5, 1998, he was arrested in Togo and transferred to the International Criminal Tribunal for Rwanda, which on November 27, 2003, together with three alleged accomplices, charged him with preparing and carrying out genocide in the so-called Government Trial I. Due to procedural inconsistencies, a new trial was brought against him on September 19, 2005.
