Istiqlal (as a model İST-14.5 anti-materiel rifle called) is a sniper rifle in caliber mm 14.5 × 114 . of the Azerbaijani manufacturer Telemechanika . The Istiqlal is the first sniper rifle developed in Azerbaijan . It has been produced and developed since 2008. "İstiqlal" means independence, independence or sovereignty.

The Istiglal is a recoil loader with a rotating head lock . The lock has three locking lugs. The ammunition is fed from a box magazine with a capacity of five rounds . In order to make the recoil bearable for the shooter, it is equipped with a muzzle brake and a spring-loaded shoulder rest. An eight times magnifying telescopic sight serves as a sight . The weapon is equipped with a detachable bipod and a ground spur .
