Mike Aaron Oquaye (born April 4, 1944 ) is a Ghanaian university professor, lawyer, political scientist, diplomat and politician. In the government of President John Agyekum Kufuor he was first Minister for Energy and later Minister for Communications. Oquaye voluntarily resigned the latter office on July 31, 2007 in order to be available to his party, the New Patriotic Party (NPP) as a candidate in the 2008 presidential election.

Oquaye studied at the University of Ghana and the University of London . He holds a Bachelor (Hons.) Degree in Political Science, the LL.B. (Hons.) In law, the BL as well as a doctorate in law. Oquaye is a barrister in the Supreme Court of England and Wales . He is also on the list of attorneys at the Ghana Bar Association and has worked for several years as a solicitor for various leading companies, banks and consulting firms in Ghana.

Oquaye has won various academic prizes and awards. Including the Rockefeller Senior Scholar Award in 1993 and the Senior Fullbright Scholar Award in 1997. The Ghanaian Academy of Arts and Sciences awarded him the Silver Award for his work in the field of social sciences in Ghana. He has published widely in academic journals in the United States, Canada, United Kingdom, India and Africa. His scientific work extends, among other things, to the areas of military rule in Africa, democratization in Africa, decentralization, development, colonialism and others.

Oquaye is considered an advocate for women's rights . Between 2001 and 2005, he was the High Commissioner diplomatic representative for Ghana in India. Between January 2005 and April 2006 he was Minister for Energy. Since April 2006 he has been Minister for Communication. Oquaye has a seat in parliament for the constituency of Dome-Kwabenya as a member of the New Patriotic Party (NPP).

Mike Oquaye is married to Alberta Oquaye.
