Abdelkader Taleb Oumar was Prime Minister and thus the head of government in the government-in-exile of the Democratic Arab Republic of Sahara (DARS) (often also known as Western Sahara ) until 2018 .

He is also a military and independence fighter of the Polisario and was appointed head of government of the Democratic Arab Republic of Sahara on October 29, 2003 by the DARS Congress in Exile. He will hold this office until February 4, 2018. The seat of government of the West Saharan government in exile (DARS), which consists mainly of the military and independence fighters of the Polisario, is based in Tindouf in Algeria . Abdelkader Taleb Oumar is an active member of POLISARIO . He has lived in Tindouf in Algeria since 1975.

First he worked in the government in exile of the DARS in various ministerial offices of the Saharan National Council (parliament in exile of the Democratic Arab Republic of the Sahara) before he was appointed head of state. At that time he was also the administrator of the refugee camp for persecuted people from Western Sahara in Tindouf in Algeria. He also calls on the UN to recognize the Western Sahara government in exile as the legitimate Western Saharan government.
