Admin-C
Before the General Data Protection Regulation (GDPR) finally came into force on May 25, 2018, the Admin-C ( Administrative Contact ) was the administrative contact person for a domain and was also the administrator (in addition to the owner) in the Whois database of most domain registration offices with his Address entered.

The Admin-C was not automatically the owner of the domain, even if it was more the rule in the private sector. The Admin-C was bound by instructions to the domain owner (holder) and acted on his behalf. It was imperative that the Admin-C was a natural person ; the additional specification of a company was optional. In Germany, the Admin-C was partly also the legal contact for the domain. Under certain circumstances he could be held liable for competition violations by the domain owner. However, the Admin-C was not a provider in the sense of youth media protection law , which is particularly important for domains with pornographic or violence-glorifying content.
Admin-C according to the General Data Protection Regulation
Since the implementation of the GDPR became mandatory for companies on May 25, 2018, corresponding contact details of the Admin-C are no longer collected according to the new Whois regulation and inevitably no longer displayed. In addition to the mandatory personal information on the domain owner, DENIC , which is responsible for the administration of the German top-level domain (.de), requests two non-personalized e-mail addresses instead. One address should be given for the purpose of general and technical inquiries, the second e-mail address for reporting illegal or improper use of a domain ( domain abuse ). The respective registrar is responsible for the corresponding e-mail addresses.

Before the GDPR came into force, the personal contact details of the contact person for technical questions about a domain were summarized under the abbreviation Tech-C ( Technical Contact ). With DENIC's proactive reaction to the General Data Protection Regulation, this data is no longer recorded and can therefore no longer be viewed in the Whois domain query. The e-mail address for general and technical inquiries has been used as a replacement since May 25, 2018. The details of the contact person for the responsible name server, the so-called Zone-C ( Zone Contact ), are also no longer required in the new guidelines.
