In contrast to the rest of the Kurdish region, the Iraqi government was able to maintain al-Salihi's homeland Machmur .

Ajil Jalal Ismail Jussif (* 1948 in Machmur , Iraq ), known as as-Salihi (al-Salihi) , is a former Kurdish politician in Iraq .

After attending the police school, as-Salihi first studied economics and law and then Islamic philosophy. He then became police chief of Erbil , then governor of Erbil . In the Executive Council (regional government) of the Kurdish Autonomous Region established by the Iraqi government , he was Secretary General (Minister) for Economy and Finance.

After the Kuwait War , however, most of the Kurdish region was under the control of anti-government rebels from 1991. The region could no longer participate in the Iraqi parliamentary elections. The 30 seats planned for the Kurdish constituencies were therefore occupied by Kurds selected by President Saddam Hussein . As one of these nominees, as-Salihi was elected to the Iraqi National Assembly in 1996 and 2000 as a member of the Erbil constituency. In October 1996 and April 2000 he was elected as one of the two deputy speakers of the National Assembly and was thus deputy to the President of Parliament Saadun Hammadi until the US Allied conquest of Iraq in 2003 .
