Agence France Trésor

The Agence France Trésor ( AFT ; literally translated Agency Treasury France ) is an institution of the French state with the task of administering the state's funds and debts. The AFT was established by decree of February 8, 2001 and is affiliated to the Direction générale du Trésor , a division of the Ministère de l'Économie, des Finances et de l'Industrie français (French Ministry of Economics, Finance and Industry).

When running the state treasury , Agence France Trésor performs the three usual functions of a cash register: It makes a daily forecast of incoming and outgoing payments as precise as possible, invests any surpluses at the best possible conditions and borrows the funds required at the lowest possible interest.

The authority is led by the Director General (since 2009 Philippe Mills); its president, Jacques de Larosière , is the directeur général du trésor et de la politique économique . The AFT management is advised by a strategy committee. In 2009 this consisted of ten qualified people and met at least twice a year. It advises the AFT on its long-term emissions policy . The Spécialiste en valeurs du Trésor (SVT) is a partner of Agence France Trésor in all market activities. He advises and supports the AFT with regard to its government bond issuance policy and debt management. The Association des Marchés de Taux en Euro (AMTE) advises the Agence France Trésor on all European issues. The AFT also works closely with the Banque de France .
