The Dispositif Alerte-Enlèvement ( French : literally kidnapping alarm ) is a French information plan for the case of a child abduction . It was introduced in February 2006 and is based on the North American Amber Alert . It is based on an agreement between the Ministry of Justice and the broadcasters, transport companies, motorway operators, ports, airports and victims' associations.

Course of the information plan

Alarm triggering

The Alerte Enlèvement Plan is triggered by the French Chief Public Prosecutor in agreement with the investigative authorities and the Prosecutor General of the Court of Appeal and the Ministry of Justice. Conditions for triggering are: kidnapping and not the simple disappearance of a child, the danger to the physical condition or life of the victim, the availability of information about suspects or a possible whereabouts. The public prosecutor informs the parents, but their consent is not required.

Within the first three hours after the alarm plan is triggered, all participating organizations are required to report seriously about the incident at regular intervals so that there can be no doubt as to the accuracy of the report. In this case, press agencies must formulate and provide a dispatch with the keyword “urgent”. If a find is found within this time, the participants are also required to report this.

Spread the word

The message is passed on in a variety of ways via the various information channels. The participating television stations must show an information tape with the core text of the report every fifteen minutes, and they should also show a photo of the missing person between broadcasts and post the message on their website. The radio stations also do the latter, and the core text of the message should be repeated every fifteen minutes in the current program. Motorway operators can use variable message signs on which, due to the limited capacity, only the text ALERTE ENLEVEMENT: ecoutez radio can be displayed, request the motorists to switch on the radio. The same thing happens at train stations and bus stops, where passers-by and travelers are warned with a message to inform themselves about the case.
