Alexander von Oer was born in Dresden in 1841 as one of eight children of the painter Theobald von Oer and his wife Marie Ernestine Schumann (1816–1878). His siblings included painter Anna Maria von Oer , the spiritual writer Sebastian von Oer (1845–1925) and Franz von Oer (1852–1930), Vicar General of the Diocese of Graz-Seckau.

After finishing high school, Alexander von Oer studied civil engineering at the Dresden Polytechnic from 1856 to 1861 and passed the state examination as civil engineer in 1865. He then worked as an engineer for the Saxon State Railways. In 1879 Oer was appointed director of the Leipzig I railway engineering district; five years later he became operations director. In 1889 he was promoted to a member of the General Management of the Royal Saxon State Railways and became Finance Council in the Saxon Ministry of Finance. He carried the title of Privy Councilor .

From 1891 Alexander von Oer taught tunnel construction at the Technical University of Dresden, where he had studied himself, and in 1894, succeeding Christian Otto Mohr, he became a full professor of road and rail construction at the university. On February 29, 1896, he took over the office of rector from Martin Krause during the first solemn investiture of the university. Shortly thereafter, he fell seriously ill and died on the first day of the new semester at the university, almost two months after taking office. In view of the death of its rector, the then Saxon minister of culture, Paul von Seydewitz , informed the university that King Albert was “warmly involved in this loss”. Alexander von Oer was buried in the Oer family grave in the Old Catholic Cemetery in Dresden.
