Universal responsibility

The general competence is the exceptional and individual cases local jurisdiction of law enforcement officials the state police departments throughout the country of Germany, regardless of which masters listened to the service force.

Exceptions to this are regularly determined by relevant regulations in the police law of the federal states.

The most common cases of universal responsibility are chasing after , intervening in railways and working in border areas of the federal states , e.g. B. the bridges from Ulm to Neu-Ulm and back.

The two prerequisites for sovereign action within the framework of universal responsibility is that

  • a) in the foreign federal state police forces are not available or not available in time and
  • b) the originally local police is informed immediately.

In accordance with the provisions of § § 1 to § 13 BPolG, the Federal Police is factually all-responsible, and in some areas even solely responsible. The local jurisdiction basically extends to the entire federal territory.
