The Office for Cultural Heritage Administration ( Korean : 문화 재청 , English : Cultural Heritage Administration , short: CHA) is the highest South Korean monument authority and subordinate to the Ministry of Culture, Sports and Tourism . Since August 8, 2017, the authority has been headed by Kim Jong-Jin .

history

On October 2, 1961, the Office of Cultural Properties ( Kor. 문화재 관리국 , English Office of Cultural Properties ) was founded under the aegis of the Ministry of Education, but the origins go back to the Royal Household Affair founded in November 1945 under the American military government Office (from June 1955 under the name Royal Household Properties Office ). When the departments for cultural and artistic affairs were outsourced from the Ministry of Education, the Office for Cultural Property Management came under the direction of the newly established Ministry of Culture on July 24, 1968.

Until 1999, the office was under the direction of the various ministries that were responsible for the culture department until then, and on May 24, 1999 it was spun off as an independent authority from the Ministry of Culture and Tourism. In March 2004 she was granted the status of a sub-ministerial authority under the Ministry of Culture and Tourism.

After the Government Organization Act (kor. 정부 조직법 , Eng. Government Organization Act ) takes over the Office of Cultural Heritage Administration all tasks related to cultural objects are. The special tasks of the Office for Cultural Heritage Management are defined by a number of other laws and decrees and include the appointment and registration of cultural goods in the respective registers, the issuing of permits for excavations and for the export of cultural goods, as well as the allocation of funds for the protection and for the maintenance of cultural assets. In addition, the Office for Cultural Heritage Administration takes on the administration of royal palaces and tombs of the Joseon Dynasty in and around Seoul and the submission of proposals for the various programs of the UNESCO cultural and natural heritage.

Internal organization

The office is headed by a head of the authority who is assigned a press officer and who is supported by a deputy head of the authority. The authority is further divided into

  • a general affairs department responsible for general correspondence and human resources,
  • a director general for planning and coordination, to whom four directors are subordinate,
  • the cultural heritage policy bureau with four departments,
  • the Bureau for Heritage Preservation with five departments and
  • the office for cultural heritage with six departments.
