history

A complete historical account of the history of the statistical office of the canton of Friborg is still missing today. Historical traces can be found in a law of December 1, 1874. This created an office that had to check the accounts of the municipalities and parishes of the canton. This office was subordinate to the Directorate of the Interior and u. a. entrusted with statistical tasks and had above all to serve the Federal Statistical Office. In 1895, as a result of increased tasks and a lack of capacity, the previous office was reorganized and expanded into a statistical office. This made Freiburg the second canton after Aargau (1886) to have a statistical office. In 1897 Ferdinand Buomberger, secretary of the cantonal statistic office, published the "Dictionnaire des localités du canton de Friborg", which is significant because in 1898 the existence and the work of the statistical office were officially mentioned for the first time. The assignment of this position changed from the Interior Directorate to the Finance Directorate (1922), then to the Department of Agriculture within the Interior Directorate (1947). Until then, the statistical office fulfilled all the usual tasks of public statistics. That changed when he was assigned to the agricultural department. Now this position specialized in a service for agriculture. In 1964 the cantonal office for statistics was created with an initial 3.5 job percent and from then on again took over all tasks of public statistics. In 1973 the State Council merged the cantonal statistical office with the state automation office and renamed this office for information technology and statistics of the canton of Friborg. State computer science and statistics were reorganized in 1978 and separated from one another. From 1978 onwards, the cantonal statistical office was called "Service de statistique de l'Etat de Friborg / Statistical Department of the Canton of Friborg" and since 2003 "Service de la Statistique / Office for Statistics" and the higher-level directorate "Economics Directorate / Direction de l'économie et de l'emploi ".

Basic principles

A change in values is taking place in the modern knowledge and information society . Instead of facts, feelings often appear; Fake news is becoming socially acceptable; statistical statements are made with data that was not collected for statistical purposes; artificial intelligence and big data are gaining influence. These developments affect the credibility of statistics. This is precisely why trust in public statistics is all the more important. For this reason, the statistical office of the canton of Friborg has committed itself to the code of conduct of the Swiss Society for Statistics . This demands

  • that the statistical offices fulfill their tasks professionally independently,
  • that they - committed to data and privacy protection - treat statistical data confidentially in order to exclude conclusions about individuals,
  • that they strive for sufficient resources to meet the qualitative requirements of public statistics,
  • that they set verifiable, generally applicable quality goals for statistical information,
  • that they only publish statistics that meet the quality standards and clearly identify them as the product of public statistics.

In relation to these rules of conduct, requirements are placed on statistics as a product: They must be lawful, socially relevant, transparent and publicly accessible - even in the long term.
