The Working Hours Ordinance ( Ordinance on the Working Hours of Federal Civil Servants - AZV ) is a German statutory ordinance that regulates the regular weekly working hours of federal civil servants .

The regular weekly working time is 41 hours. Civil servants with severe disabilities and those who receive child benefit for a child under the age of twelve can request that their regular weekly working hours be reduced to 40 hours. In the regular daily working hours, 13 hours including breaks may not be exceeded. The work must be interrupted after 6 hours at the latest by a break of at least 30 minutes. After more than 9 hours, the break is at least 45 minutes. Saturday, Christmas Eve and New Year's Eve are generally off-duty. Flexible working hours can be made possible. In the case of part-time employment , the period of time off can be summarized up to one year.

With an amendment dated December 16, 2010 ( Federal Law Gazette 2010 I p. 4262 ), Section 7a was inserted into the Working Hours Ordinance. The highest service authority can therefore determine departments and work areas that are suitable for testing long-term accounts. Long-term accounts are personal working time accounts for saving time credits that can be used for summarized periods of leave. They are managed independently of any recording of the official attendance.

For business travel is the time required to accomplish official business outside the service center working hours. In the case of full or multi-day business trips, the regular working hours of the respective day are deemed to have been performed. Travel times are not working hours. However, they are taken into account as working hours if they occur within regular daily working hours or if working hours are interrupted by business trips within a day. On -call times are not working hours.

However, if the civil servant is on call for more than ten hours per calendar month in addition to working hours, one eighth of the time exceeding ten hours will be granted within twelve months as compensation for time off with fixed working hours. In the case of on- call duty , the regular daily working hours and the regular weekly working hours can be appropriately extended according to the needs of the work. In this regard, the average working time in a reference period of twelve months must not exceed 48 hours in the seven-day period.

The design of night shifts must take into account the special demands on the workforce. The working hours in a reference period of twelve months may not exceed an average of eight hours per 24-hour period.

To the extent that peculiarities of certain specific activities that serve to protect the population or the general good in order to ward off serious collective dangerous situations, the application of the provisions of this Ordinance can be deviated from.
