At that moment she is kidnapped by supporters of the Montana Militia , a group that seeks independence from the United States. The kidnappers also take Jack Reacher away because they mistakenly assume the two of them belong together.

They are brought across the States in the back of a pickup truck. In doing so, they kill one of the kidnappers. Eventually they arrive in fictional Yorke County , where the headquarters of the Montana Militia are located. There are about 100 people under the leadership of Beau Borken , an egomaniacal and violent sadist. Meanwhile, the FBI is feverishly looking for Holly Johnson and believes Jack Reacher is one of her kidnappers based on misleading video footage . He now finds out that Holly Johnson is also the daughter of the acting chairman of the United Joint Chiefs of Staff .

A militia FBI informant named Jackson is exposed and crucified. Jack Reacher and Holly Johnson are threatened with suicide and temporarily escape and have sex next to Jackson's corpse. Over time, it becomes clear that Beau Borken has a mole in the FBI. But this cannot prevent the militia from being discovered.

When Reacher was able to flee again for a short time, he discovered the bodies of a group of the National Guard murdered by the militia and the anti-aircraft missiles assigned to them .

Finally, a small group of FBI officers storm the militia headquarters. These include General Johnson , Holly's father , Leon Garber , Reacher's former supervisor . Together with Reacher they kill Beau Borken , expose the mole at the FBI and thwart Borken's last plan, a bomb attack.
