Tender database

Electronic tender databases support the tender for the areas of construction , delivery and service . In particular, they offer public clients the opportunity to purchase materials and services, as they are bound by public procurement law for the purchase of supplies and services .

The databases are portals on the Internet. A distinction is made between public tendering databases, public authority portals and company portals.

Public tender databases

In addition to researching tenders, these company-independent internet portals usually also allow researching potential suppliers. The systems can be used to write to companies and process complete inquiries ( inquiry , offer , evaluation and award). Various platforms have prevailed and established themselves on the market in recent years.

A distinction must be made between Europe-wide and national tenders. For tenders above the threshold value of the procurement regulation , which according to Regulation (EU) No. 2017/2365 of the EU Commission of December 2017 is EUR 5,548,000 for construction work, the Europe-wide tender must be made, otherwise it can be omitted.

The Europe-wide tenders are published daily (Tuesday to Saturday) in the Tenders Electronic Daily (TED) database . This database is u. a. available directly on a server of the Office for Official Publications and indirectly from various licensees (sellers).

National tenders are published in Germany in the portal of the federal government or the federal states . However, there are also various private providers who offer this data for a fee.

The Joint Committee for Electronics in Construction (GAEB) has published an XML interface description for tender databases (ADB).

Authority portals

Government portals, usually serve their tenders for construction of VOB / A . You therefore have additional requirements for data transmission and authentication. So far, they have mostly not been standardized with regard to data exchange . Authority portals are maintained by authorities that regularly place orders.

So far, the federal and state governments have been using different technological approaches to implement the requirements of public procurement law. As a rule, documents can be downloaded and then submitted with the time stamp to the advertising agency after the offer has been prepared . Signature cards are practically always required for authentication . The regulation of company powers on signature cards has not yet been clarified for all procedures .

Company portals

Company portals offer services that are similar to those of the public tender databases. Most of these portals are maintained by specialist publishers who specialize in a certain industry . These portals are often characterized by a narrow range of clients (possibly only one company that advertises its construction services) and a narrow range of target groups (only for very specific groups of suppliers). The company portals are important for public clients who only occasionally advertise contracts and therefore cannot maintain their own portal.
