Employment and Social Affairs Committee

The Employment and Social Affairs Committee (EMPL) is one of the twenty standing committees of the European Parliament . The chairman has been the German Thomas Händel ( GUE / NGL ) since the 2014 European elections .

Within the framework of the European Union's labor policy, the committee is responsible for issues relating to employment, vocational training and the free movement of workers and pensioners. He also deals with all questions of social policy in the European Union . This concerns, for example, working conditions , social security , measures for health and safety at work , the promotion of social dialogue and the fight against discrimination in the workplace and in the labor market - with the exception of discrimination on the basis of sex, for which Parliament's Gender Committee is responsible. The Employment and Social Affairs Committee also deals with the use of European Social Fund money and maintains Parliament's relations with bodies such as the European Center for the Development of Vocational Training (Cedefop), the European Foundation for the Improvement of Living and Health Working Conditions , the European Training Foundation , the European Agency for Safety and Health at Work and other relevant EU and international organizations .

However, the European Parliament's rights of co-decision in the field of social policy are limited. It is only involved in EU legislation in this policy area as an equal partner to the extent that it concerns minimum standards for the protection of employees, e.g. health at work or maximum weekly working hours. In the area of social security , employee participation , the employment of non-EU citizens and other issues, the Council of the EU alone decides by unanimous decision; Parliament is only heard on these matters.
