The Motorway Office ( Chinese  高速公路 局 , Pinyin Gāosù Gōnglù Jú , English Freeway Bureau ) of the Ministry of Transport and Communication (MOTC) is the institution in the Republic of China (Taiwan) responsible for the construction and operation of highways (officially: national roads 國 道 , Guódào ) is responsible.

history

The construction of highways began in Taiwan in the 1970s. On June 8, 1970 an authority, the Motorway Construction Office ( 高速公路 工程 局 , Gāosù Gōnglù Gōngchéng Jú , English Freeway Construction Bureau ) was founded as a state construction authority and assigned to the Ministry of Transport and Communication (MOTC). The specific task with which the new authority was initially entrusted was the construction of the so-called Sun-Yat-sen highway ( National Road 1 ) from Keelung in the north to Kaohsiung in the south. This project was successfully completed and on October 31, 1978, the new 373-kilometer road link was opened to traffic as Taiwan's first highway.

Then the authority was on December 1, 1978 to the National Highway Authority in the Taiwan area 臺灣 區 國 道 高速公路 局 , Táiwān Qū Guódào Gāosù Gōnglù Jú , engl. Taiwan Area National Freeway Bureau , (TANFB) reorganized. After that, the authority was mainly less an engineering office than before, but more an administrative and management authority for the motorways. She was given responsibility for the maintenance of motorways, their expansion, traffic regulation, toll collection, etc.

With the rapid increase in traffic, the capacity limits of the Sun Yat Sen highway became clear and plans began to build a second north-south highway. On March 5, 1987, an engineering office was commissioned with the concrete execution of the construction of a second north-south motorway (today National Road 3). In addition, another engineering office began planning the construction of an expressway from Taipei to the east coast in Yilan County (today's National Road 5 ). Both offices were merged on January 5, 1990 to form a new authority, the National Expressway Construction Office in the Taiwan Area ( 臺灣 區 國 道 新建 工程 局 , Táiwān Qū Guódào Xīnjiàn Gōngchéng Jú , English Taiwan Area National Expressway Engineering Bureau , TANEEB).

With effect from June 14, 2017, both authorities, TANFB and TANEEB, were merged into a new authority, the Autobahnamt .

Areas of responsibility

The motorway office has various tasks:

  • Regulation of the flow of traffic: for example in the form of regulating the influx of motor vehicles and the targeted diversion of traffic flows in times of high traffic
  • Maintenance of the highways: the highways can be damaged by various natural events (typhoons, earthquakes, rain, etc.). For their maintenance and repairs, so-called service areas ( motorway maintenance offices) have been set up along the motorways , in which the appropriate resources for the repair and repair of damage are available. For example, in 2018 there were a total of 6 service areas along the 432.5 km long national road 1, and there were 7 service areas along the 432.9 km long national road 3.
  • Operation and maintenance of tunnels and bridge structures: the same applies here as for the roads themselves.
  • Stabilization of slopes: Due to the special natural conditions of Taiwan, steep slopes are relatively common and landslides can occur here, especially during the monsoon rain in the summer months. If the motorway route runs close to such a slope, the motorway office is obliged to monitor these conditions and, if possible, take preventive countermeasures. This regulation was made after the severe landslide on April 25, 2010, which buried National Road 3 to a width of 300 meters.
  • Construction and maintenance of motorway junctions.
  • Toll income: from February 2006 TANFB gradually began to collect the toll electronically. The previous system of manual payment at breakpoints has been gradually replaced. From December 30, 2013, a distance-based calculation system was used instead of the previous flat rate payment system. The Taiwanese highway toll collection system has received worldwide recognition and several international awards.
  • Tasks in the field of landscape protection: The motorway office is obliged to renaturate areas that have been destroyed as part of construction measures. The vegetation along the motorways should be monitored and regulated and treated in terms of nature conservation. Compensation for lost game crossings should be created.
