The Autobahn Toll Act for Heavy Commercial Vehicles (ABMG) was the legal basis for collecting truck tolls in Germany . The ABMG was repealed by Section 6 of the “Law on the New Regulation of Toll Regulations for Federal Highways” (AutoBahnTautNeuregelungsGesetz - ABMNG); Since July 19, 2011, the regulations of the Federal Trunk Road Toll Act (BFStrMG) ( Federal Law Gazette I p. 1378), which was passed on July 12, 2011 as Section 1 ABMNG, have been in effect .

Survey basis

All journeys by trucks with a permissible total weight of at least twelve tons on German motorways are subject to a toll within the meaning of the ABMG. Excluded are buses, the armed forces, the police, civil and disaster control, the fire brigade , road service, winter service, showmen and circus operators as well as humanitarian aid deliveries.

Also excluded are journeys on the A6 between the French border and the Saarbrücken-Fechingen junction, journeys on the A5 between the Swiss border and the Müllheim / Neuchâtel junction and journeys on sections of the autobahn that do not have at least four lanes. On the other hand, the ABMG authorizes the Ministry of Transport to extend the toll obligation to certain sections of federal roads.

The amount of the toll is measured

  • according to the number of kilometers driven on highways;
  • according to the number of axles of the vehicle
  • and according to the emission class of the vehicle.

The ABMG authorizes the federal government to determine the toll rates by ordinance.

Payment of the toll

The vehicle driver, owner, keeper and haulier are jointly and severally liable for paying the toll. The toll must be paid before using the relevant route. The toll debtor is obliged to properly use the technical facilities provided for collecting the toll. The toll debtor is obliged to prove to the Federal Office for Goods Transport that the toll has been paid. The toll will be reimbursed if the trip for which it was intended was not carried out.

Privacy Policy

The operator of the toll system, the Federal Office for Goods Transport and the customs authorities may only use the data collected and transmitted to one another for the purposes of the ABMG. The ABMG also regulates that this data is not transmitted to third parties and may not be confiscated. The information about the route for which the toll was paid must be deleted immediately after the reimbursement period has expired.

Use of the ingested funds

According to the ABMG, the federal government uses the funds raised as follows:

  • Covering the expenses for the operation and monitoring of the toll system;
  • Payment of compensation amounts to the federal states for assumed vehicle tax losses;
  • Support for federal programs to promote companies in the road freight transport industry (up to 100 million euros);
  • Improvement of the transport infrastructure (mainly federal trunk road construction).
