The BürgerUnion Mannheim was a non-party , electoral association founded in 2003 in the city of Mannheim in Baden-Württemberg . The group was assigned to the bourgeois spectrum and was the unofficial successor to the Bunter List Mannheim (BLM).

Foundation as "Bunte Liste Mannheim" (BLM)

In 2003, a citizens' initiative was founded in the Neckarstadt-West district of Mannheim with the aim of increasing the quality of life in the district for the citizens, as the founding members believe that this district has been neglected by the city for years in terms of district development.

Before the municipal council elections in 2004, members of the citizens' initiative decided to run as a politically independent voter association as an alternative to the established parties. The election campaign turned out to be amateurish, since although many of the participants had already gained experience in political parties, they had no experience in relation to elections and, unlike the established parties without association status, had no financial resources. So it was decided in favor of an election campaign fund, which was borne by the first ten candidates and which also carried out all work such as hanging posters, organizing information evenings or distributing flyers on their own.

Despite this often inadequate organization, the election for the local council on June 13, 2004 was anything but disappointing. The Bunte Liste Mannheim made the leap to the municipal council straight away and has been represented there by a city council ever since. The overall result of the election was 2.3% of the votes cast, with the districts of Neckarstadt-West, Neckarstadt-Ost / Wohlhotels , Schönau and Innenstadt / Jungbusch being the “strongholds” of voters' favor .

In addition to the seat on the city council, a seat on the district advisory council in Neckarstadt-West was also achieved, as well as one seat each in the districts of Schönau and inner city / Jungbusch through a counting community with the Mannheim List (ML) .

Between 2004 and 2006 there was a parliamentary group of Bunter Liste Mannheim (BLM) and Mannheimer Liste (ML), which was dissolved. In 2007, the city council of the Bunter List Mannheim, Gerhard Schäffner, founded the city council group of the Citizens Union with the city councilors Rudolf Friedrich from the Mannheim list and Paul Buchert from the CDU . Both Friedrich and Buchert left their parliamentary groups for this, with Paul Buchert returning to the CDU after a short time. From spring 2008 to summer 2009 the BürgerUnion Mannheim was represented by two city councilors in the city council of Mannheim.

BürgerUnion Mannheim - Free Independent Voters

In December 2008, in addition to the elected representatives of the BürgerUnion Mannheim, other interested citizens came together and decided to run again for election to the municipal council on June 7, 2009. However, the re-entry into the municipal council was missed with 1.0% of the votes. Since the city councilor Gerhard Schäffner, who was elected for the Bunte Liste Mannheim, and the district advisory councilor Sebastian Zippel, who was appointed for the BLM, also took part, the citizens' union was recognized as a legitimate successor by the municipal election committee. The administrative court in Karlsruhe later declared this decision to be illegal, but not so serious that the municipal council election had to be repeated.
