The Aircraft Accident Investigation Bureau BFU ( French Bureau d'enquête sur les accidents d'aviation BEAA , Italian Ufficio d'inchiesta sugli infortuni aeronautici UIIA , Romansh Uffizi d'inquisiziun per accidents d'aviatica UIAA ) was the Swiss authority for aircraft accident investigations until 2011 . It was set up in 1960 by resolution of the Swiss parliament . Administratively it was attached to the General Secretariat of the Federal Department for the Environment, Transport, Energy and Communications DETEC . The offices of the BFU were located at the Payerne military airfield . A former REGA helicopter (HB-XWC of the type Agusta A109K2 ) served as a service helicopter until 2012.

The Convention on International Civil Aviation requires the signatory states to investigate aircraft accidents that occur within their territories. Representatives of the countries in which the aircraft concerned were designed, built, certified or registered may also take part in the investigation. The purpose of this investigation is to prevent future accidents. This task was carried out in Switzerland by the BFU.

Since a supervisory authority can be involved in the occurrence of an aircraft accident by issuing inappropriate regulations or by failing to fulfill its obligations, the ICAO recommends that aircraft accidents be investigated by independent bodies. That is why the BFU was not affiliated with the Federal Office for Civil Aviation (FOCA).

According to the ICAO, the sole purpose of the investigation is accident prevention. Switzerland has made the reservation that the investigation report may also be used as evidence in any legal proceedings.

Swiss Accident Investigation Board

As of November 1, 2011, the Aircraft Accident Investigation Bureau (BFU) and the Accident Investigation Unit Railways and Ships (UUS) were merged to form the Swiss Accident Investigation Unit (SUST) . The SUST is still independent and not affiliated with the FOCA. The SUST aviation department took over the tasks of the former BFU. The headquarters of the management and the railways and ships division is in Bern, the offices of the aviation division and the SUST service helicopters (since 2013 the HB-ZSI, an Agusta A109 SP) are in Payerne.
