The Swiss Security Investigation Board (SUST), which is the Accident Investigation Board for Railways and Ships (UUS) until January 31, 2015 , investigates accidents and dangerous incidents in civil aviation , railways , bus services and licensed shipping . The SUST is an authority of the Swiss Confederation and has the mandate to prevent future accidents and dangerous situations with its investigations.

The SUST is a commission affiliated to the General Secretariat of the Federal Department of Environment, Transport, Energy and Communication (DETEC).
The investigation service of the SUST includes the two areas of aviation and railways and ships. The aviation division is headquartered at the Payerne military airfield and has branches at Geneva and Zurich airports . The SUST service helicopter is also stationed in Payerne, an Agusta A109 SP with registration HB-ZSI since 2013 .
The main location of the railways and ships division is in Bern , with a further base in Schlieren .

Legal bases
The legal bases for the activities of the SAUST are, in addition to various ordinances :
- Annex 19 to the Convention on International Civil Aviation (Chicago Convention)
- EU Regulation No. 996/2010 on the investigation and prevention of accidents and incidents in civil aviation
- Art. 15–15c of the Swiss Railway Act (EBG) of December 20, 1957
history
The SUST emerged on November 1, 2011 from the Aircraft Accident Investigation Bureau (BFU) and the Railway Accident Investigation Center (UUS). With the merger of the two services, the specialist knowledge should be bundled in one place.
Between November 25, 2013 and July 22, 2014, the SAIB did not publish any final reports in German. The reason for the backlog was a conflict between the Head of Railways and Ships and the Commission, which criticized the quality of the reports. The reports, some of which were not written in their mother tongue by the small team of investigators, had linguistic deficiencies. The division manager criticized the professional competence of the commission, which was composed of a former examining magistrate , a pilot and a former HR manager of the SBB . None of the committee members can demonstrate specialist knowledge in the field of rail operations or rail technology. The management of the SUST asked the Federal Council to increase the number of full-time investigators in the area of railways and ships to five.
On February 1, 2015, the Swiss Accident Investigation Board (SUST) changed its name to the Swiss Safety Investigation Board (SUST). At this point in time, the responsibility for investigating incidents involving Swiss ocean shipping was transferred to the SUST.
Procedure of the examinations
In the event of an accident or serious incident, the alarm center of the Swiss Air Rescue Service (Rega) is alerted. The appointed investigator (s) record the accident , secure the tracks and evaluate the driving data. The SUST will publish a preliminary report as soon as possible.
The investigation service summarizes the results of the investigation in a final report, which is examined and approved by the SAUST commission. The final report can contain security recommendations that indicate system deficiencies. The final reports are published on the SAUST homepage. They are aimed at specialists and the interested public, but do not serve directly to clarify legal questions.
