The occupational access ordinance for road passenger transport (PBZugV) contains regulations for companies that want to offer commercial passenger transport in accordance with the Passenger Transport Act (PBefG) and specifies the qualifications for traffic managers. It also defines the characteristics of personal reliability and financial performance as a prerequisite for doing business.

Documents for a permit according to PBefG
The ordinance gives an overview of which documents are necessary for an approval according to PBefG. These are among others:
- Certificate of good conduct ( § 1 )
- Extract from the central trade register ( § 1 )
- Clearance certificate from the tax office or information in tax matters or certificate in tax matters ( § 2 )
- certified equity capital certificate ( § 2 )
- Certificate of professional suitability, e.g. B. from the IHK or experience ( § 3 and § 8 )
Equity certificate
The equity certificate is an overview of the assets of a transport company. It is part of a procedure according to the PBefG and the Goods Transport Act and is defined by the professional access ordinance for road passenger transport.

The certificate provides information about the following data:

- Capital reserve
- Retained earnings
- Profit carryforward / loss carryforward
- Annual surplus / annual deficit
confirmation
The confirmation must be provided by an auditor , a sworn accountant , a tax advisor , a tax agent, a specialist lawyer for tax law , an auditing , auditing or tax consulting company or a credit institute .
