Operating and construction instructions

Construction work as part of an operating and construction instruction (Betra) with road- rail vehicles in the Guntersblum train station on the Mainz – Ludwigshafen railway line . Particular caution is required when moving construction vehicles near employees on the track.

The operating and construction instructions (Betra) are written instructions for construction work at Deutsche Bahn . It defines the necessary coordination between the construction process and train traffic, the measures to secure the construction work and, in particular, the necessary measures to secure the train traffic before, during and after the construction work is carried out.

In the betra the locations and the measures to be carried out are described. However, it does not contain any technical construction instructions, nor are operational instructions repeated, which have already been described in detail in other guidelines. However, it assigns valid regulations to the location and the work to be carried out. The Betra also includes responsibilities for construction management, construction supervision as well as for occupational safety, accident prevention and emergency management. Rules for the creation of operating and construction instructions are specified in the DB Netz AG (Ril) directive 406 - Driving and building (develop module 406.1201 Betra).

Inadequate operating and construction instructions repeatedly led to accidents at DB AG. On February 6, 2000, a train accident occurred in Brühl station , in which nine passengers were killed. The accident investigation report shows that the operating and construction instructions contained numerous errors.
