Billy is an impact crater to the west of the front of the moon , on the western edge of Oceanus Procellarum , southeast of Hansteen crater and north of Mersenius . The rim of the crater is moderately eroded, the interior of the crater is flat.

The crater was officially named by the IAU in 1935 after the French mathematician Jacques de Billy .
