The brown folder was ordered by Alfred Rosenberg , Head of the Reich Ministry for the Occupied Eastern Territories (RMfdbO), from April 1941 before the military attack on the Soviet Union by the administrative department of the RMfdbO under Ludwig Runte and around July / August 1941 for official use published.
