Ludwig Runte

Ludwig Runte (born February 19, 1896 in Niedermarsberg , † November 18, 1958 in Rheydt ) was a German politician of the NSDAP . During the time of National Socialism he was first district administrator in the Meschede district , then district president in Arnsberg and finally he was a high-ranking official in the Reich Ministry for the occupied eastern territories .

Life

Runte studied law and philosophy and obtained a doctorate in law. phil. filed. In 1922 he joined the Prussian Ministry of Finance as a research assistant and government councilor. Just one year later he became general director and head of the Graflich Westphalen estate administration in Meschede .

Politically, Runte initially belonged to the Young German Order . Since 1930 he was a member of the NSDAP and SA and since 1932 he was district leader for the Meschede district. Because the danger of National Socialism had apparently been underestimated, Runte was elected as an alderman in 1930 by the official assembly of the Meschede Office , which at that time did not belong to a National Socialist.

After the beginning of National Socialist rule, the local NSDAP called for the replacement of District Administrator Otto Werra , who belonged to the Center Party , with a rally in front of the Mesched town hall . The new district president Max von Stockhausen gave in to this pressure from the party and initially appointed Runte as district administrator. The inauguration demonstrated the newly won power of the National Socialists. The definitive appointment was no longer carried out, however, because in October 1933 Runte moved to the Prussian Ministry of Agriculture as a ministerial director . Nevertheless, the political persecution in the Meschede district began during his short term in office.

After Stockhausen's dismissal in 1935, Runte returned and was appointed district president of Arnsberg. He held this position until 1941. In the SA he rose to senior leader in 1939 .

In June 1941 Runte was appointed to the rank of ministerial director in the Reich Ministry for the Occupied Eastern Territories (RMfdbO), which was responsible in particular for the "civil administration" of the Reichskommissariat Ostland and the Reichskommissariat Ukraine . In the RMfdbO he was head of “Main Department II, Administration”, which consisted of nine departments with over 40 working groups. The most important task of this department was the administrative and legal implementation of the political guidelines set by Georg Leibbrandt and his main political department. Since his superior, Alfred Meyer , was obviously overwhelmed, Runte played a far greater role than he was supposed to be. He was also responsible for plundering the East for the war food industry. According to Albert Speer , Runte was one of Alfred Rosenberg's most important employees .

Ludwig Runte was established in August 1944, a few months before the war ended, in -waiting added. From 1949 he was employed in the private sector.
